
Westnoken – Policy implementation is one of the triggers for conflict in Papua. Policies that are consistent, integrated and logically interconnected from the Central Government to the villages are a prerequisite for better human security. Trust building needs to be included in Central Government policies to avoid misunderstandings and achieve integrated efforts with the Papuan people in implementation. Space for misinterpreted policies may occur when indigenous Papuans are not sufficiently involved in the policy-making process in order to build a conducive environment in Papua.
Papua must be handled in an integrated manner by the relevant government institutions in order to solve various political and security problems in Papua that can be eliminated and avoid interference from outside parties who want to internationalize Papua’s problems. There is an urgent need to form an integrated crisis management strategy as a regulator to fight irregularities in Papua that need to be paid attention to by actors of change and international organizations.
International organizations should have a deep and critical understanding of the complexity of the problems in Papua and their irregularities and adapt this understanding into their intervention strategies in order to create approaches that are sensitive to culture and conflict. In this way, it is hoped that the intervention strategy will be implemented in a dignified manner and play an important role in building human security in Papua.
